I haven't lived here long. I just moved in August of this year. However I'm yet to experience any of the issues some of the other reviewers have mentioned. My water bill for the period from the end of August to the end of September was on 19 dollars. I shower everyday just like anyone else and I have a full sized washing machine.
There area is quite and I don't have problems with any loitering outside of my building. The staff is friendly and the request for maintenance that I have made so far are usually handled the same day. All of my appliances work properly and I have had no problems with my heating/AC unit.
However I do have a few minor complaints: There are a few cabinets in my kitchen that do not hang straight but lean a little for some odd reason. Secondly I would have liked to have kept my Verizon internet service. Not that I have any problems with Cavalier but because I need a Wi-fi connection in my home and my Verizon DSL modem was wireless already. I had to buy a router to add on to the Cavalier modem to have Wi-fi through out the apartment. However I would like to add that my Internet moves at a very good speed. Maybe these people saying otherwise should have there computers checked for a virus or clear any files that may be affecting performance.
I think that The Cedars is a good deal for it's price and the fact that you get 77 cable channels included in the rent saves you from having to pay for Cox or Direct TV. I do wish the service was HD but I've never been one to complain about free services. I would give The Cedars a 4/5. Maybe I ended up in one of the better units.

Maybe you shouldn't make assumptions about others computers for one. Second tell me CavTel is a good company when your service goes down and you get to wait for an hour on hold. It was nice the first couple months for me too.... just wait, your still too new, the fun will come soon enough.

Anonymous, I didn't make an assumption about your computer, I made a suggestion. If we are both provided the same internet service and mine operates at a good speed and yours is slow, the problem could be the CPU itself. If you took offense to that well I don't know what to say. Secondly, these ISPs are all the same. I liked Verizon a lot but when I needed help, I waited on hold forever and got someone who could barely speak English. It comes with any company. Also my internet never goes down. Lastly I had a friend the just moved out of this complex after living here for 6 years and her list of complaints was very small. Guess it depends on the building and the unit.

My last two water bills from the Cedars were $65 and $68. I wasn't even in town for several days on the last bill. Asked to explain the bills, I was told to call the city of Chesapeake. Nice.
