Cheapest in the area.... for a reason

Years at this apartment: 2003 - 2004
The complex is a hellish demon chasm of doom. Neighbors are loud and often annoying, maintenance is horrible and creepy, never gets anything done, ever. It's literally the cheapest place in the city of Fairfax, but for good reasons.
Parking - horrible, they have a good deal with a towing agency and MAKE money off of towing us.
Incredibly stingy with AC and Heat.
No counterspace, storage space, or anything like that.
Etc. etc. etc.
Now here's the good part.
CHEAP.
All utilities included.
That's it. That's the good part.
