I'm sorry you had to learn the hard way. People, like myself, who lived there and moved out are career professionals who learned the hard way like you and wanted to warn people about the serious problems at this complex. The problems that you mention (and more) have been there for years. We, too, complained to management. Nothing is done. We were told by their bookkeeper that they are looking to sell the property and therefore will not spend any money on maintenance. Your only solution is to MOVE OUT AS FAST AS YOU CAN. They will ask you to prepay utilities. DO NOT PREPAY ANYTHING. A lot of us passed the final walk-thru and still they tried to keep our deposit. IF THEY GIVE YOU ANY PROBLEMS, GET YOURSELF AN ATTORNEY IMMEDIATELY. They are breaking Virginia law and will try to get away with it.
