I have lived at Monticello for a year and the apartments are in desperate need of renovating. Same parquet floors from the 70's and the same with the bathroom tiles. If you live in the front side of the complex facing Cowan blvd. the street noise is horrible the windows have not been replaced for years and without insulated panes which does not help the noise or the very bad drafts. It's a good thing they pay for the heat. The party's from the college students on a Sunday night makes for a bad Monday morning if you re headed to work early, which management does nothing about. They do cover all utilities phone and cable are on your own I guess that's the way they keep their tenants it's cheaper than most but may not be as nice. Safety has not been an issue but it could be, not lit properly
