Avoid before going anywhere. I was to move into a two-bedroom place, then got a call three days before moving (!!!!) that the tenant had yet to move out. I was offerred a three-bedroom place at the same cost and was offerred to cover all reconnection fees. Too good to be true, right' You bet!

I move into the new place and find dead roaches and live roaches all over the apartment. Turned out the prior tenants had been total pigs and ruined the apartment as well as the entire building. I never spent the night. Every time I went back, I found more dead roaches, which meant they were alive very recently. No way was I going to move in there with my two cats. The people in the office knew about the problem and never told me before moving in.

So, they offerred to move me to another place and cover all reconnection fees. I get a call later the same day the apartment they were going to give me was promised to someone else and I told them I would absolutely not take a place in the building with the roach problems. They offerred to give all my money back, plus a measly $100 for my reconnection fees to wherever. They were totally unresponsive and insensitive to my problems, especially considering the health risk they put me at. The neighbors told me the place had been bombed so much that it had exceeded legal limits. No way was I going to risk my health in there. The office didn't even offer me this information and assumed that the problem had been solved. Hint: roaches never go away completely.

Avoid this development completely. If for no other reason, then the ethical quandry I present here.
