My wife and I leased a two bedroom apartment with Dulles Greene and after a year left because we were greatly unhappy with how they ran their operation.

1. A maintenance worker lived on the first floor of our building and continually violated the property's rules without punishment. These infringements included taking up two parking spaces with one vehicle, using the handicap parking without official permission, and opened the entire casing of the mailboxes to retrieve mail, and the ability to steal other's mail.

2. When we moved in, the gas for the stove was not correctly afixed to the wall; the washer and dryer were not correctly hooked up; and the air conditioning unit routinely froze. Calls to have these items repaired went unanswered and delayed.

3. Those at the front office were routinely rude, short-tempered, and had little use for tenants. Picking up packages was a nightmare, and receiving general updates on parking passes, additional keys or changes to the lease agreement would have been more useful if asked of a brick wall instead.

4. The most important aspect to leasing with Dulles Greene: take your lease to a lawyer for review. They will screw you over any chance they get; furthermore, if you extend your lease or go month-to-month, study the paperwork once again before signing... they continously change things to take tenants unaware.

5. Don't accept any changes to what you want; don't do them any favors. When we first paid our deposit we were shown the specific apartment we wanted on the 2nd floor; when it came time to move in they asked us to accept another apartment because the tenant had changed their mind about moving in. Bullsh**.

I don't recommend Dulles Greene at all. There are other apartment complexes where they treat their tenants with respect, kindness and appreciation for the business, rather than as an everyday sucker they're going to screw over in the end.

I am so sorry that your stay at Dulles Greene did not meet your expectations. All feedback is good feedback for us in that it helps us know what we need to work on and to provide information directly from the office staff to future and current residents on topics that they might have questions about as well. I would like to address some of your comments regarding the community for future and current tenants in the order that you placed them.

I am unaware of any reports ever made (definitely none in 2006) regarding a maintenance worker violating any of our community policies and procedures. We believe in doing the right thing here and in following the rules that we all helped put in place to keep Dulles Greene running smoothly. Our towing company would not know a Dulles Greene staff worker's car from a regular resident's (as they all carry the exact same parking sticker.) They would tow the car accordingly if it was violating our parking policies during our towing hours or if a resident called in a valid complaint about it during the day. The Dulles Greene staff signs the same lease agreement we use for all residents if they choose to live here and it is enforced for employees as it is for everyone else.

I believe what you saw with the mailboxes is most likely a misunderstanding. It is common procedure for every move-in for maintenance to change the locks on the mailbox and give the new resident a new key. This has to occur at every move-in to minimize the potential for mail theft. I would encourage every resident to contact the property manager if they have a question or concern regarding the activities of any staff member at Dulles Greene.

As to your maintenance requests, I am sorry your maintenance concerns were not addressed to your satisfaction at move-in. Both the leasing director and the assistant manager are available to work with you regarding requests for your apartment and we encourage everyone to contact management when something is not fixed to your satisfaction.

Maintenance has a set way of doing things as any business unit does. They will fix a problem in a way that 90% of the time fixes that particular problem permanently. 10% of the time the fix will not be permanent and maintenance will have to come out again to problem-solve it further with a more complicated fix or they may have to call an outside contractor if the fix is in an area outside their expertise (appliance issues and utility connection issues are two good examples.)

If you had your own home, this would be the equivalent of patching a leak in your roof, then still seeing a leak and tracing it to a gutter problem and redoing your gutters. If that didn't work, you would probably have to get a new roof. Many maintenance issues have this kind of tiered level of problem-solving involved. I am not sure if this was the case in your apartment but it could be the reason it took a few visits out to your apartment to fix the issues.

As for the office staff, please accept our sincere apology for any perceived slight to you. We all try to be polite and courteous to everyone who comes through our door and sometimes residents may misunderstand our adherence to our rules and regulations, often when a rule or regulation is upsetting to them, as our being rude. It is never our intention and we want all residents, future, current and past to know that we do value you and are grateful that you chose Dulles Greene as a place to call home.

Our package pick-up policy has become stricter as of late as we do now require residents to show an ID to pick up their package. We do this for our resident???s protection so that we do not give their package to an unauthorized person.

As for parking passes, we give out up to 26 at a time, 1 per resident, to allow our residents to have a guest park in resident's parking for up to 5 days. We have to limit the amount of passes we give out to control how many people park here. Parking in every community in Northern Virginia and DC is tight and we want all our residents to be able to find a spot when they get home.

I am unsure how to respond to your comments regarding the office changing the lease agreement. Once you sign a lease agreement with us, the lease agreement is never changed during your term and that specific lease is filed in your file to be referenced with any questions regarding your account. We encourage all of our residents to read their lease agreements and do inform them at lease signing about our late payment policy, our lease break policy and our parking policy among others. Residents are given the option to waive having a leasing consultant review their lease agreement with them and they sign a form saying that they understand they are responsible for the lease that they are signing even if a leasing consultant does not sit down to review all of the points with them.

Unfortunately, we have little control over residents canceling their notice to vacate after they put one in. We attempt to accommodate both our current resident and our future resident by allowing the current resident to stay and providing the future resident with a comparable alternative. If something happened where you could not move-out on the date you first gave us, I am sure you would not appreciate being told you have to leave when there are other apartments for the person who leased your apartment to be moved into. We do the best we can to make all parties happy and to come up with a fair solution when this problem occurs.
