I live on the 4th floor because I knew I would hate living on any floor below. Our downstairs neighbor just loves coming up and banging on my door at 2 pm, asking me what I'm doing. I could understand if we were keeping him up at night, but we aren't. We were cleaning, and he had a problem with that...unreasonable. I haven't complained to him when his kid prevents me from getting to sleep at night!

The point is, in any apartment complex, you are going to hear your neighbors. That's why you get a top floor apartment, and if they don't have one, move on to the next complex. I'd never move into a place without living on a top floor.

The neighbors are real friendly. There are a lot of dogs in the complex, so make sure you are dog friendly if you are considering moving in. I think the office staff is fine. We had a few issues before we moved in, but ever since they have treated us well.
