That is my only guess, because my neighbours and I can't stand this place.
I have been living at this community for 2 years, and have met many of the other residents, and if you actually speak them, they have plenty to say about the horrible staff, garbage overflowing, ridiculous pet rents, and messy property. Actually talk to someone who lives here, when you come to visit and you will find out the truth.

When you first come here to visit the staff will try to "sell" you on the great work out rooms and pool. Well the pool is not heated and only open from select hours. The pool is FREEZING cold until at least July, and then it closes at the end of August. The work out rooms are smelly, and dirty. The equipment is broken and needs to be updated. The "business center" is also full of broken computers, printers, fax machines and NEVER WORK.

The staff is ridiculous, the place is a dump. The pet fees are RIDICULOUS. The only decent thing is the location.

So you think that $25 a month for pet rent is ridiculous? You shouldn't have even moved into this property if that was such a big problem. On that same note too, doesn't every other property pretty much charge the same rent for pets?
