I've lived in Willowbrook for 3 years now. I have to say it's a great place to live for either single people or families. The maintenance people are excellent, the place is built well. There were parking problems for the first two years, but they added some spots and it's better now.
My main gripe is with the internet connection. For $80 a month, you can get cable TV and a 300kb/sec internet connection. While 300kb sounds like a big number, it's really about twice the speed of dial-up. To put it in perspective, if you were to get DSL through Verizon for $40/month, it would be ten times faster, and if you were to get $50-60 cable internet through comcast, it would be twenty times faster. Unfortunately you can get neither of those when you live at willowbrook. I suspect they have an illegal agreement with Verizon because the mandatory ISP, TACommunications (TA standing for Tomlin and associates) just sublets their line from Verizon. For a total of $120 a month, you can get a boost up to 600 kb/sec, but as they say.. twice nothing is still nothing. From a usability standard, you can surf the web on some days, but you'll need to set some time aside as pages take a long time to load. A 10 minute youtube video takes about 30 minutes to get through. You can pretty much forget any hopes of playing online games. Doubly so because they throttle and block ports used to play said games.
As for cats, the fees they charge are comparable to other "pet-friendly" apartment complexes, however they require the cat to be declawed. It won't suffice to do humane procedures such as soft-paws which make cats claws harmless, no, they require you to spend $1,500-$3,000 to get the cat's claws amputated completely, which is by no means a humane procedure.

I agree; the internet totally sucks! It's much worse than it was before the new buildings were added. I can get better download speeds for free at Starbuck (I have a Starbuck card) and Panera. I use the internet for my job. I feel held hostage to their ridiculous prices.
