Years at this apartment: 2002 - 2003
Everything that people point out is true:
1) The floors are made of paper. You can hear people walking around all the time or you can hear their music, no matter the volume.
2) I was told the average power bill was $50 - $75. It is more than double that.
3) Construction is a bit suspect. In the garage, water flows from the ceiling, so close the soft top whenever it rains. I learned the hard way. I thought it never rained indoors.
The location is good for commuting by car to all points west. Going east, towards DC, public transportation is a good option. Travel by car is tremendously difficult.
The grounds are nice, but simple things like belts across the middle of the tennis court nets would make a huge difference for about 5 bucks. And storing kids toys in the hallways should be discouraged.
There are some nice places to eat nearby, but it is definitely not a lively area. The grocery store is a bit far away, too.
Overall, the place is decent, but not as nice as it looks from the outside. For a commuter who works 60 hours a week and is never home, I am sure it is great, but not for someone who likes to spend time at home.
