I've been living at The Harbours for about a year and a half and I, as well as many tenants can testify that this is one of, if not the nicest, apartment complexes in Newport News and the entire Tidewater region.
Although I have only experienced two maintenance issues(leaking faucet, sticking entry door knob- both of which were resolved within 36 hrs.) several neighbors have mentioned maintenance calls made by them were promptly resolved and frequent management office- tenant contact was maintained until the problem was resolved. I've never had a problem reaching the management team and calls made by myself to them were returned quickly. They are very polite and although I have trouble with names, each acknowledges me by my last name when passing at the complex, local grocery stores, etc.
Previous posts to this review site (Never live at The Harbours, 11/06/03) refer to problems I've never experienced nor even heard of at The Harbours. Taking into consideration that the author of that post resided at the complex for three years, one has to question the validity of these accusations. Personaly, I would not have lasted a year had I the same problems.
My girlfriend is a rental agent for another complex in the area and she has mentioned that The Harbours has a reputation as a first class establishment known throughout Hampton Roads.
