As a resident for several years I have witnessed a steady and progressive decline in quality of services, concern and commitment to infrastructure, and general resident / management relations.
Upon TGM's purchase of Summit Square, the rent increases have been rediculous (reports of 40 to 50% in other evaluations are accurate)! The original management staff was well organized, experienced and concerned about the property and residents. The management now is reactionary, inexperienced, and immature (due to turnover).
Fundamentals like the "reported rusting stair wells" that present real danger to residents continue (two years plus) without resolution. Traffic (Speed) is a real issue, especially now that the kids are out playing. The elevators are unreliable - and you can predict your will be broken by when you have gone grocery shopping and have many bags to bring in.
Three years of virtually no preventative upkeep of the buildings (not related to safety) is also obvious with leaking roofs in many buildings, missing siding on walls and chimneys, and bare wood trim that has not been painted in anyone's recent memory.
There are too many nice and more reasonably prices and SAFE rental properties in the area to consider - so keep looking. Unless you see postings that say they've fixed the problems, you don't need the grief.
