I lived at Harbor Tower from 2001-2007, with a slight break in the middle. Overall the place was clean, the staff (at least the long-timers) were excellent. Most of the neighbors were great and it was generally peaceful (although I once had a neighbor who had friends who were a little loud at times).
I'd leave my car in the parking garage for weeks on end while I travelled on business and never (thankfully) had a problem (although there were a couple of spells where there was some vandalism to other cars, but the Portsmouth cops were pretty quick to respond).
Grounds were nice, the little gym was nice, the little pool out back was great -- especially on those summer weekdays I had off and could relax in peace out there.
Olde Towne has some nice little restaurants nearby, so I could come home from work, park, walk outside and I was good to go. Hop on the ferry and your in downtown Norfolk in a few minutes; real nice!

Yes, the commute to Naval Station Norfolk got to be a pain as time went on, but it's worse where I'm stationed now!
I liked the fact that the front desk was attened almost 24/7 when I lived there. There's a card key access to the front door when it's not manned, so that provided a level of comfort, too. They take your packages, hold mail when you'er gone -- full service!
Most of the residents were great -- there were a couple of nuisances, folks who thought they owned the place. But folks generally came and went and minded their own business.
I'd move back in a hearbeat -- and hopefully will on a future tour!
