Decent apartment for a college student on a budget

I lived at Scottish Hills while I was a Master's level graduate student at Radford. I lived in both a studio apartment for 2 years (2000-2002), and a 2 bedroom apartment for 1 year. Overall, I was satisfied with my time at Scottish Hills, and I have no substantial complaints regarding the quality of the apartments, management, or parking. Below are what I consider to be the pros and cons of Scottish Hills:
Pros: (a) The rent is highly affordable. On a meager stipend as a graduate assistant, I was able to easily afford the rent and other expenses of the apartment. (b) The apartments are very close to campus (approximatly 100-150 yards). (c) The apartments were fairly quite. Surprisingly, despite being very close to campus, there were few parties where I stayed, and the neighbors were fairly quite and respectful. (d) I feel that Scottish Hills is a safe place to live. I never heard anyone complain of feeling threatened or otherwise scared of neighbors/tenets.
Cons: (a) Despite not having any difficulties with neighbors, there are a few shady individuals who live in the complex. To my knowledge, they have never presented any threat, danger, or overt intimidation to/toward others. But, one in particular is a strange and eccentric individual (assuming he is still there). (b) On one occasion, my truck was vandalized; however, I do not believe it to have been a resident perpetrator. With that said, the parking at the Scottish Hills II complex is around back, surrounded by woods, and illuminated by a single light (making it easy for any such acts of vandalism to occur). However, in 3 years time, that was the only act I know about. (c) Though they are not at all unfriendly, the management/staff are somewhat shady, and (in agreement with a prior reviewer) they do have the appearance of someone from a low SES background. Personally, I had no problem with management during my stay. However, upon moving out, I did experience some initial resistance on part of the manager to refund my full security deposit. I was told that the walls were in bad condition (which they were; but they were in that condition prior to my moving in). Though I clearly indicated the subpar wall conditions on the checklist upon moving in, I was told that it was not marked. When I asked to be mailed a copy of the sheet for proof, I was mailed the other half of my security deposit instead. Though things turned out in my favor, it took a degree of assertiveness on my part to produce this outcome.
In short, despite how my criticisms read, Scottish Hills really isn't a bad place to live. I would recommend it to anyone looking for a decent apartment to live for an affordable price. The only real advice/caution I would offer is to be prepared to experience some resistance regarding the full refund of your security deposit. As this was my experience from two different Scottish Hills landlords.

I would like to add to this that I posted the comment from July that stated that the place was not safe. I do agree with the fact that there is low lighting in the rear of the complex. This is where my would be apartment was located. It was secluded. When I went to move in, the door had been busted in. I later found out that police had kicked it in and never repaired it in a drug bust. I felt uncomfortable and as if the place may be dangerous to a single female student, therefore, I did not wish to put myself in a vulnerable position. I am sure the situation is different for a man.
