Charter Oak not worth the hassle

Overall, the experience hasn't been awful, but it definitely hasn't been worth the hassle. Each apartment is assigned 1 parking spot and the other lease holder gets a different resident tag. Each apartment also gets 1 visitor tag, which is great, except those people that have a 2nd lease holder have to fight the visitors (or people with 2 and 3 cars) for a spot. There are only a handful of available spots for the 12 buildings that are at the back of the complex, but ample throughout the rest. There are some cars that don't move for a week at a time and then they just move them to a different spot for the next week. Also, it's funny how the manager lives at the beginning of the neighborhood in a building all by itself, so she doesn't experience any of the parking hassles that the rest of us deal with, or the noise problems with people constantly walking outside your building from who-knows-where their car is parked.

They claim that the solid concrete walls are soundproof. Guess again!!!!! Every night the TV next door is so clear you can hear what they're watching. The bedrooms are on the front of the building, so if anyone stands in the hallway or outside your window, the quality single-pane doesn't exactly cut down on sound. You know EXACTLY when your neighbors use the sink, take a shower, run their dishwasher, etc. Even though there are some apartments that are rennovated, they have just covered up all the awful construction problems. The bugs that come through the holes in the baseboards, windows and sliding door are amazing!

Management is very responsive with fixing problems - that aspect is better than most places. But, it's kinda funny that some of the maintenance staff can sit outside till odd hours of the night drinking and talking at the top of their lungs.......

I can't vouch for all the pet problems in the community, but have heard first-hand some of the horror stories about the treatment of people with dogs. The stories about management entering apartments to walk dogs is true - they have been nice enough to help out in a pinch, but then residents have found out that they go back and walk them without their permission.....or let others not associated with the complex enter the apartments to walk the dogs. Something seems wrong with that.

They are planning on putting meters in the buildings and then charge the residents an average for the building. Utilities are included right now. The plan has not been worked out, but from how I understood it they were charging per person, not per apartment. Make sure you get a good understanding of utility plans for the future because according to the lease, they can change how utilities are paid for at any time.

This complex has large apartments for the money and it's in a great location. Walking to Reston Town Center is a great perk. It hasn't been any worse than some other complexes, but definitely not worth the hassle.
