I have lived here for a year and have mixed feelings of Charter Oak.
Let's start with the good things. The maintenance staff is polite and they have responded to my requests within 48 hours. You can make maintenance requests and pay your rent through the Archstone website. I found these features very handy when I was out of town. The management is also polite. They made a mistake when they assigned my parking space, but they responded quickly and were very apologetic about the mistake. And most importantly, the rent is only $990 for a 960 square foot, 1 bedroom apartment. You won't find a better deal in the area!
Now for the bad things. The walls and ceilings are so thin, you can hear your neighbors walking and talking. The water pipes are very loud. When someone turns on/off the shower, the pipes make a loud thud! The water temperature is very inconsistent. When you take a shower, the water is either extremely cold or extremely hot. And if you adjust the knob slightly, the temperature goes to the opposite extreme. They only give each apartment one assigned parking space. So if you have more than one car, you have to park in a visitor space or the street. This is extremely inconvenient. Since the apartments are near the woods, there are alot of bugs in the area. This is a minor issue if you keep your screen door closed and cover the gap between the front door and floor.
So as you can see, there are some good and bad things about Charter Oak. The bad things are manageable and I have learned to tolerate them. I plan to renew my lease, since the price and value of the apartment is so great that they offset the bad things.
