Big, quiet aparment; iffy management

I've enjoyed my 2 years at Charter Oak. My one bedroom apartment is large compared to some of the newer apartments in town. It's typically very quiet. My neighbors are mostly respecful families. The utilities are a good deal for a single person living alone.
However, like anything, there are a few flaws with Charter Oak. The office is woefully understaffed. If you are going there on the weekend, bring a book. Seriously, you will have to wait. And then be prepared to wait for them to get back to you about your billing, maintenance, or leasing questions. Nothing personal against the staff; there just aren't enough employees to provide adequate service for the community's needs.
The maintenance staff have mostly been on the ball, but I have noticed a decline in service. They have been there when I have needed them, though, including nights and weekends, and are very skilled, professional, and respectful.
Woe to those who do not heed the visitor parking rules. They are serious about towing, so be serious about using your visitor parking placards.
Regarding safety, there is some infrequent police activity in the complex, which troubles me. Also, one of my neighbors has a group of visiting young male "associates" that like to illegally park and hang out outside the complex. Not enouogh for me to leave, but it could be better.
