I resided at Charter Oak from April 2002 through October of 2009.
The Good:
The location of these apartments is close to the town center.
Apartments in this complex are bigger than those in newer complexes.
Fireproof masonry construction.
Kim Spiegel was an extraordinary good complex manager. She is, however, long gone.
Walls relatively soundproof.
The Bad:
Parking was always a pain at this complex. The assigned parking space system moved the issue from the close in parking spots to the more remote unassigned spots.
Over the last two years of my stay you would have to run the hot water for 5-8 minutes to get any actual hot water. Shutting off the water for at little as 10-20 seconds meant that you had to repeat the whole process. Multiple maintenance complaints were filed to no avail.
Very high management turnover.
Cricket infestation in ground floor units.
Floors and ceilings not very soundproof.
The Ugly:
Between 16 May 2009 and 22 June 2009 I filed 6 written complaints ( additional verbal complaints) about water coming through the lighting fixture in my back hallway. The issue was resolved only after I found the phone number of the Archstone regional manager and had an extended talk with him.
Holes in my ceiling made by the complex maintenance team in the ceiling were left open until I again called the regional manager.
An on site Archstone representative told me in June 2009 "that they can not control what our maintenance staff does" and that "if you do not like conditions at Charter Oak you should move to another Archstone property".
During my move out inspection in October the Archstone representative told me that the unit was in acceptable condition and damages would not be charged. The only stains on the carpet were due to the above mentioned leak in the ceiling. In late December I received a "Statement of Deposit" with a $75.00 charge for "Carpet Stain Removal". On site management failed to respond to a certified return receipt letter and I again had to seek resolution through the regional manager.

More and more, I realize that the 'friend' who recommended this community to me was no friend at all! I dread the day I will be moving and the bogus charges they will undoubtedly issue me. I will make sure to save A LOT before that time comes.
