Things look good on the surface but wait! The buildings are old and falling apart. They've done cosmetic things but nothing to fix the actual structural integrity of the buildings. The floors are so badly worn and warped and the nails have worked their way out so that the subfloors squeek and creak so badly that any movement at all is echoed 10 fold into the apartment below. They put people with infants above other people so they can't sleep at night due to the up and down with the baby and they don't care. They had plenty of opportunity to fix some of these problems and they go undone.

The place is not worth it!

It is against fair housing law to direct tenants to certain apartments based on the family status of those in adjoining homes. Even if you asked if your potential neighbors had kids, they couldn't tell you because of the confidentiality of that information. It frankly isn't any of your business. Even if they could tell you, the scenario could change in a few months if they moved out and somebody else moved in.
