I have lived here since 2004. At first the only problem was maintenance. You had to nag and nag to get them to come out and fix something, and then they didn't even really fix it. Our kitchen ceiling leaked from the time we moved in. They would send one of the maintenance men to patch it up, and it would be ok for a couple months but then start leaking again. Finally, in January 2007, it was literally raining in my kitchen, and the ceiling was hanging down so the maintenance man just tore it out so it wouldn't cave in. I had a hole up into the rafters for a whole month, which let in freezing air and also creeped me out because I know rats live in the walls. The same time, two of the other three apartments on the top floor had similar problems. One of my neighbors had to throw away her mattresses because they were destroyed. The pictures I have posted are of my neighbor's apartment--their ceiling fell in last night, barely a week after it was "fixed."
We also spent an entire summer without air conditioning. My newborn baby and I sweated in 95-100 degree heat. They sent five different guys to fix it. The first one treated me like an idiot and informed me that the AC was turned off (I had turned it off after it stopped working to aviod wasting electricity) and maybe that was the problem. Another told me he was going to check the outside unit and he'd be right back, but he never returned. I went to the office the next day to ask what happened and they said, "Oh, he doesn't work here anymore." Finally the last one took off some filter and found that it was clogged with dust and fur. He was shocked that none of the first four had thought to look there.
In addition to the maintenance problems, River City has started taking people's money wherever they think they can get away with it. I just recieved a court summons (pay before that date, go to court, or get evicted) claiming I owe them over three hundred dollars. I asked for a printout of my account and realized they are charging me for late fees from 2004 and 2005, which they never asked for before now. They're also trying to charge me for ridiculus stuff like $36 for the court summons, $25 for mailing me a "Pay or Quit" notice (one peice of paper that wasn't even notarized, and was completely unneccesary) and a $75 "administrative processing fee," which no one seems able to define for me. I am moving away from Richmond this summer anyways, otherwise I would be terminating my lease and moving as soon as possible. I want to get a lawyer to try to get this money thing worked out but I can't afford to keep taking days off to go to court and am afraid they're gonna end up getting my money. Please, take my advice and stay away from these people!

Oh another thing, call the building inspector in Richmond City Hall immediately. Tell them that your ceiling collapsed and that there is hazrdous asbestos in the ceiling. Also call all 4 local news stations. They will fall over themselves to cover this story.
