My roommate and I lived here for 2 and 1/2 years and though it was not the worst place to live in Richmond, it certainly is not anywhere close to a great deal for the amount of rent you have to pay. The first 2 years I felt relatively safe here and would often walk around at night alone, unfortunately, since about April 2005 this place has truly gone down hill.
The maintenance staff is a group of incompetent slackers who may on occasion actually show up when you request, but will NEVER complete the task at hand the same day or even the same month. After the first year of living here, my roommate and I just gave up on calling the maintenance staff and learned to live with the paint peeling off the walls, broken closet doors, broken fridge, and broken washer/dryer unit.
There is no point in trying to get the office staff to assist you in any way, shape, or form, as the only thing they are capable of is being rude. Their biggest task for the day is putting the balloons up at the entrance and after that, they are pretty much useless.
Having only one garbage bin had to be one of the grossest things about this complex. Every few days that thing would be overflowing with bags upon bags of rotting garbage. I can only imagine how bad it smelled living on the streets located directly next to that monstrosity.
Probably the breaking point for my roommate and me was when the landscaping crew shattered our back door during mowing. It took MONTHS for them to replace it, mostly because the office staff at Harbor Village did not feel this was a very pressing matter. My roommate and I called weekly to check on the status and would constantly be treated like scum by all of the Harbor Village office staff. At one point I was actually told "Hey, WE didn't break it, it's not OUR problem." (I work for a property owner, so I know for a fact it was legally their problem and responsibility.) When the maintenance staff FINALLY replaced the back door they once again did one of their bang-up jobs by shattering glass all over the apartment and back porch and of course not cleaning up one piece of it.
