Lovely to look at; poor management

I have lived at the River Lofts (Consolidated building) for almost two years. The grounds are great, the pool is always clean, and the hallways are kept reasonably clean.
The high ceilings are great, and the appliances, heating and cooling all work fine.
The trains can be quite noisy. They do run throughout the night.
The main problem is lack of responsiveness for service requests. When I first moved in, it took 2 months before I was added to the electronic directory in the lobby. I could not "buzz" my guests in. I called about once a week to once every other week to follow up until I was finally listed.
You are told that maintenance is available to change light bulbs (the ceilings are 14' high and most apartment renters have no need to own a ladder). I put in a request to have the bulbs in my track lighting replaced. I put in the request in October. I called periodically to try to get things moving. In late January (a quarter of a year later) I received an e-mail stating that my service request was completed. I came home to find the bulbs were still out and there was no work slip in the apartment that would indicate that maintenance ever actually been in my apartment. I have since been to the office in person. As of Feb. 8th, I am still waiting for this simple request to be completed.
I have also had other requests with similar results (each request requiring multiple follow up calls and visits). In short, I have never had a maintenance request be resolved with a single call or report.
The lack of responsiveness is made more frustrating when one considers that I am paying over $1,150/month for a one bedroom apartment that is not even 750 sq. ft. When touring the property, as many others, I was seduced by the lovely grounds, interesting location, fitness center, and an incorrect impression of professionalism (my leasing agent is the only member of management that has consistently followed through on what he promised - once you get past leasing, it is a very different story).
If you live here never have a maintenance request, are a sound sleeper, and take advantage of the pool and fitness center, then you would likely be quite happy with the property. If you ever have a maintenance request - good luck!
