I have lived in Tobacco Row Apts for 3 years (once my lease is up this coming May). I must say that I have grown very fond of this area and apartment. I am a professional student at MCV so living downtown has been great for me. I like that fact that there are multiple bus stops directly around the apartments. I would highly recommend that anyone working in the downtown area take the bus, its very convenient and cheaper than gas and parking.
I agree that the new leasing and management staff are much less friendly than the previous staff. However, the maintence staff are great and I have always found them friendly. The apartments are all very unique. The fitness center is nice with a good amount of equipment. It is very convenient to have The Market, Starbucks, CVS and Fastmart all across the street. Not to mention a dry cleaners, salon, restaurants (Millies Diner, Bookbinders, Sette, Sensi). The pool is also nice in the summer and there is a sand volley ball court and gazebo for grilling.
Parking is the worst part about living here in my opinion. We now have to pay extra a month to have a reserved space in a lower level parking lot ($30/month I believe) or just rely on street parking. It can be bad, especially at night; if you come and go during the day your fine. It wouldn't be as bad if you knew upfront about the cost of parking, which you would if you moved here. Many tenants, including myself, were angry b/c we had lived here X number of years without major problems and the new management comes in and stick us with these fees to park. I wouldn't let it deter you if you want to live downtown. You can hear the train at night, cars, sirens etc. The amount of noise depends on which unit you get. It doesnt bother me, I actually kinda like the noise, but that's personal.
As far as safety, I have always felt safe in this neighborhood. A good thing about the new management is that they have security guards who patrol the area 24/7. One of the security guards is the nicest man I have ever met and the other one is also ok. They actual do thier jobs, which is good. I have never had my car broken into within 3 years of parking on the street or in dark parking lots. I believe that crime happens everywhere and its pretty much hit or miss anywhere you live. The streets are also well lit.
If the new management doesn't end up jacking the prices up even more I would recommend it.
