The management office staff is not organized and does not send writen notices to residents in a timely manner. Resultin in the additional charges to the residents.

Care to elaborate some more? Were these late notices for rent? If so, they don't even have to send you a notice, it's written in your lease when you sign it. Typically you have five days from when your rent is due and they will charge you the extra fee. Most property management companies will not refund or waive these fees. So, if it's your rent, then pay on time and you wont get the additional fees.
