LOUD neighboors and LOUD outdoors

I'm moving out of here in May 2004 after living here for two years. Our new upstairs neighboors are incredibly loud! I know exactly where they are in their apt. at any given time because not only are they loud walkers, but the floor squeaks with every single step they take. We have sent letters to the management about this but the problem has persisted. Since the apartments were built in 1980, they are extremely inefficient too. Our electric bill is consistenly between $150-$180 during the summer months while the A/C is being used.
