Too much $$ for too little everything

Years at this apartment: 2004 - 2005
Way too noisy at all hours of the night (staff does not care as long as they sleep well), staff unknowledgeable & unhelpful, drafty and poor air circulation, rooms don't heat and cool equally (living room hot, bedroom cold). Cheep cabinets, fixtures, and appliances (dishwasher leaves dishes dirty, just wash by hand). Kitchen & bathroom floor does not stay down (peel and stick tiles). Too much money for these kinds of problems.
