I know this is a long post, but it is worth reading if you are thinking of renting from Chase Arbor Apartments.
My husband and I moved from Northern NY into Chase Arbor apartments in June of 2007 and had to break our lease early because we could not afford to live there any longer. There was nothing Chase Arbor offered that made it any better to live in than any other apartment complex and the conditions made it an undesirable place to live. First, the parking situation was horrible. They only gave one parking pass to us when in fact we had two vehicles and really needed two. When my husband would come home late at night from work, he would have to park far away from our apartment just because he had no pass of his own, therefore he was only allowed to park in visitor parking, when in fact he was not a visitor, he was a renter! This scared me because there were some shady people walking around there at night. In fact, one night while sitting on my porch having a cigarette I had a man yell curses at me for no reason and started walking towards me... I booked it into my apartment and did not go out the rest of the night. I'm not saying that only shady people live there, most of the people that lived there seemed friendly and of good character. Second,we constantly had big piles of pigeon poop right outside our door, which was very gross, not to mention unsanitary! Third, we had problems with our bathroom. Our toilet would not flush. Maintainence finally fixed it after about 3-4 attempts. We also had slugs slipping through holes in our wall of our shower. Maintanence tried to get rid of them but never was successful. Every time I would go to get in the shower there was at least one - five slugs crawling up my shower. We also had some fungus growing under our bathroom tile that they did nothing about. Maintanence was all very nice but very seldomly seemed to get the job done the first time. Like most people said, the staff working in the office were kind of snobish, but I never had any problems with them while living there, probably because I felt uncomfortable going in there anyways though. All in all, it wasn't a horrible place to live but it wasn't the greatest place to live either. And if it wasn't for them trying to screw me out of money now, I probably wouldn't have even posted negative comments on here. However, they have pushed me over my limit, let me explain:
When my husband & I moved into Chase Arbor apartments, our apartment was very dirty. We mentioned it on our 5 day discrepency sheet and nothing was ever done about it. I ended up cleaning the apartment as best as I could. I spent days cleaning it to my standards. The carpet still felt dirty the whole time we lived there though. Well, when we decided that we could no longer afford to live in VA (1 month before our lease was up), we paid our rent water for the month & the fee to leave the lease early, which is an additional full months rent. We left knowing that we left the apartment in a better condition than it was in when we moved in. We thought that we would definitely get our $100 deposit back. Boy were we ever wrong! Let me explain that while we lived there, all we did was just that...LIVE THERE! We never held parties or had people over, hell, we only knew a handful of people in VA and not very well. We both worked and I spent a lot of time cleaning, as I am a clean freak! So anyways, about a month after we moved out of Chase Arbor we received a notice saying that we owed money for countertop, door, carpet, stove, and oven damages. Almost $300 worth of damages that we didn't even do! First of all we wrote about the door damage in our 5 day discrepency sheet, so they got rid of that small fee. The oven and stove were not dirty as they had said...I know because I personally cleaned them! As for the countertop, I have picture proof that the damage was there when we moved in, although for some reason we failed to mention it in our 5 day discrepency sheet (I kicked myself in the butt for that)! But the worst part is the carpet! When we spoke to them the first time they said the carpet was dirty...well that was -------- and we called them out on that, because we bought a carpet steam cleaner and personally cleaned the carpet about a week before we moved out and we kept the receipt ;)(just in case they tried to pull something like that). Well, after we told them that, their story changed. All of the sudden, we were charged because they found dog urine in our carpet! Well, WE NEVER OWNED A DOG! So now we know they are lyeing and are just trying to get our money. We disputed the fees by phone and written letters and no one would ever contact us, so stupid us we let it go thinking they would eventually contact us about it. It's been about 6 months and we just received notice that they have sent our case to their law firm! They did this, after no one could return the several phone calls that we made to them! Well I am in the process of disputing the charges... and you bet your ass that those charges will be dropped! In all reality, what they have done to us is A BIG SLAP IN THE FACE!
So after rambling on and telling you my whole story... if you do decide to move in here.... take pictures of the apartment when you move in, all damages no matter how small. Keep all receipts and document all of you dealings with them... such as how many times you had to call them to fix something and the date and time of each time you called their offices. Don't let what is happening to us happen to you. Cover your asses because they will screw you at any chance they get. We wish we would have covered ours better. Like I said before it was an OKAY place to live, but there are better places, believe me (Chase Arbor is decieving)! However, I would never, ever give them a good reference to anybody after they have acted so shady, lying just to get money from us.

My husband and I had a similar problem. We lived here a year and a half and broke our lease due to black mold in the linoleum and cabinets and not to mention all the other problems we had to include the parking(same as you, my husband got off work late and had to park in visitors). We took pictures of the mold and everything that was wrong and we were still sent a notice from the law firm charging us 1500 bucks. we weren't able to completely get out of not paying but we only have to pay 600 which is better than 1500. Good luck on trying to win your case with them!

I too am from NY .they just don't do things like we do there. They are unethical in VA. I had two lawsuits there. Chase was one of them. the problems were endless.From day 1 all the lies all the corruption. (no AC in August for 4 days-holes in walls-they did break my lease-I harassed them until they did) They used the tactic of lieing in regards to the condition of the apt.(upon moving out) to get funds in their pockets. Took them to court settled (before we went into front of the judge)and THEN Judge turned the case around (obvioulsy the attorney and judge knew each other,I was later told they ALL knew each other!) ) and I wasn't even allowesd to show the Judge the Picture of the rat that bit me at Chase. yes i said RAT. Anyway they countersued me for a great deal of money simply because now they have several building violations against them with the Health Dept becasue I searched into as many resources as I could to screw them!.Their attorney Barry Levy is as corrupt as they are. He worked for them. In the future -it's not too late now -you can contact
1. Health Dept regarding rugs. It is a law that ALL rugs must be CHANGED when a new resident moves in
Mold anywhere-call Health Dept especially bathroom and laundry room green or black Black mold is deadly.
2. Consumer Protection-File a report about Chase. They have to take it.I did
3. If you are Navy or military contact Housing office on base. Many sailors and officers have done this.They'll put a note in NOT to rent to military there
4. Courts -file against them Forget about my issues. they'll never get any $ from me. Do it and bring PROOF!!
5. Law-consult an attorney -you can get one anywhere in VA Beach for $35-50 for a 1/2 hr.
6. Apt Guide Book -call them and complain about Chase
