This place is horrendous. I have only been here for 6 weeks, and can't wait to leave. I am pasting a copy of the e-mail I sent to PRG management company.
To Whom It May Concern:
I am writing you about the completely unacceptable conditions of my apartment in the Linkhorn Bay property, ------. I moved in here with my boyfriend March 6th, 2009. I filled out the move-in condition report, citing issues such as lack of screens/blinds on the windows, gaps in the lining/insulation of the sliding glass door, broken/bent screen on the sliding glass door, blinds that are falling off the wall above the aforementioned sliding glass door and a leaky tub faucet.
-It took maintenance days to come look at the things I mentioned. The man that first came to fix my tub ended up turning off my water and leaving it like that. I called the office back, the same man came back a few hours later and "fixed" the problem with my tub. I tried to take a shower and the water was pouring out of the faucet and there was not even enough water pressure to wet my hair. I called again the next day, two different men came to fix it and I was able to take a shower properly... but the tub faucet is still dripping. I am now afraid to call about it because I don't want them to further mess up my shower. I shouldn't be afraid to call maintenance for fear that they will make my issues WORSE.
-The two bedrooms were missing screens on the windows and the master bedroom did not have the second set of blinds that covers the bottom part of the window. I was not overly concerned about this, except I did not want to be charged for them. I was told it wouldn't be a problem and that they would give me some blinds. The man that came [who was the man who first tried to "fix" my leaky tub], said he would need to cut the blinds because they were too wide. I mentioned that I had to pull the top blinds away from the window to pull them up, otherwise they dragged on the window framing [they were slightly too big]. It took the man almost two hours to finally get the blinds back up in my window and when I went to check and see what was going on, there were three half dollar sized holes in the framing of the window where he tried to drill. He came back and started to fill them with caulking. Caulking. These were not screw holes; the wood must have been rotting and shattered/broke away when he tried to drill into it.
I said, "Excuse me, but those holes need to be filled with putty."
"Well, I was told to caulk them."
"I'm telling you that my father is a private contractor, so I am very familiar with this sort of thing. They need to be puttied."
I was ignored while he filled two of the holes. He said he would be back later to fill the other one. A month or so later, that hole still sits there and the wall looks absolutely horrendous. On top of all this, he left the mess that fell all over the floor from drilling into the wall; did not even attempt to clean up after himself. That is rude and disrespectful.
-No one has come to fix the vertical blinds which are pulling out of the wall on one side. I did not get a screen for the second bedroom window until about a week ago, when I called for something else and reminded the maintenance man who responded to the call. The lock on my sliding glass door is still broken, and the head of maintenance told me that he had ordered screens for the patio doors and that mine would be replaced within the next couple weeks. This was within a week of moving in; I have now lived here for about six weeks and have not seen a replacement. When I said something about the weather stripping peeling away from the patio door and the space between the glass and the frame, the maintenance man pulled out the rest of the weather stripping and that was it. It is nice to know that the heat and cooling I pay for is going right out the door, and that bugs can get into my apartment. Really nice.
-The card machine in The Clubhouse has now been ripped off the wall for the second time in a span of a few months. This makes me feel extremely unsafe and is an inconvenience to the residents. I realize that things like this are often out of the control of the staff; however, there should be a camera or something similar installed to help prevent this from happening. The washers in the laundry room by my building are awful; every time I go to do laundry at least ONE of them is full of dirty water that hasn't drained; usually it is two or three. I have had this happen to my laundry twice; not only is that a waste of my money but it just shouldn't be happening.
-The issue of residents not picking up their dogs' feces needs to be tended to. There are signs up, but it is not enforced. My sons and I tried to walk around the lake, up by the clubhouse and there was not a six inch area I could walk in on the sidewalk or grass that was not covered in dog feces. I realize that it is the residents' responsibility to pick up after their own animals; however, the grounds should NOT be left like that. I can't even walk my kids down there now. Never mind the cigarette butts that are EVERYWHERE on the grounds. The residents should not be throwing their butts on the ground, but it may be helpful if there were an ashtray at the public entryways [not to mention a trashcan to keep people from throwing their trash on the ground]. The maintenance staff should not have to clean these things up, but the rest of us should not have to live like that.
-Speaking of the grounds, the "lawn" behind my building is an absolute DISGRACE. I know that people take care of the other lawns; I don't know why they don't do anything about this lawn. There are years worth of leaves in that backyard. My boyfriend and I tried to rake, but there are too many, and we shouldn't have to rake up years of leaves. More concerning than the leaves is the things I have found in them, such as rusty spark plugs and lighters, mountains of cigarette butts, trash, broken glass and beer bottle caps as well as many unidentified items. When I tried to rake up the leaves, I noticed that they had been there so long that most of the grass has stopped growing. I can't bring my children elsewhere to play due to trash and dog feces; I don't feel like it is too much to ask for the lawn people to please take care of the leaves and plant some grass seed so that my children have a place to play. I may live in an apartment complex, but that doesn't mean I should have to deal with trashy looking grounds. The fence that separates my yard from the street is also broken- as in a 6 foot piece missing from it. The neighbors have informed me that it has been like that for quite a while and no one has done anything about it. I am sick of the neighbors throwing beer cans and cigarette butts on my non-existent lawn as well; unfortunately with it looking the way it does, people have stopped caring because it looks awful anyhow.
I don't feel as though any of my requests are unreasonable. It is my opinion that there are not enough maintenance men to take care of this complex, and things are done haphazardly so that they can try to fit everything in. I don't mind being patient and don't expect that things will always happen immediately, but I think that I have given adequate time for things to be taken care of. From what I have seen on the internet, your other properties have good reviews, but this one has constant bad reviews about the maintenance and the grounds, as well as the lack of attentiveness from the staff. I know it is an apartment and do not expect things to be perfect, which is why I haven't mentioned the gaps between the carpeting and the wall in spots, or the horrible patching jobs on the walls, or even the paint all over EVERYTHING in the bathroom. I can deal with those things, but I don't think I should have to put up with the other stuff, not should I have to request that things get done multiple times before something happens.
I would appreciate it if you would respond promptly to my concerns. If this continues, I will not be renewing my lease next year. I just moved from Maine, and what a horrible first impression of Virginia.

That's a very good letter. It's important to balance the things that the complex should control versus the things that crappy neighbors do on their own but you're right with the dog feces thing that it could be enforced. We always knew who was letting their dogs go without cleaning it up. There seems to be no personal ownership on the part of the property manager or employees.

Your review feels so familiar! This place is a hot mess and no one seems to care. I'm sorry you have had such a bad first impression of Virginia, but please do not let this place ruin your outlook of living here. I obviously made the mistake of moving here and I'm from Virginia Beach! If they continiously are not fixing issues within your apartment (which I know that is the case), you can go to the courts to request the option of placing your money in an escrow account until things are fixed or they decide to let you out of your lease.

I definitely feel your pain and aggravation with this complex. We have had similar issues and have lived here just as long. Don't even get me started on the property manager, so don't count on her to help you're problems. I hope everything works out. My roommate's mom told us that by the time we're ready to move out we'll have everything fixed and actually like the place..good luck girl.

I live in another Prg property and I cant believe how bad this place sounds. The property that I live in the office people are amazing. The only complaint I have is the rigging of the things that break.

Girl, chill out you are renting one of the cheapest apartments in town. What do you expect? Want good conditions? Get ready to pay more and move to a nicer complex.
although, yes I agree the property manager is very rude and unhelpfull.
