Management rented an above ground unit, to a 300 Lb. handicapped R_t_rd, who doesn't understand the concept of apartment living. Three months after I moved in under him, his girlfriend left him, but called him almost every night, to harass him. He would argue, and stomp around the apartment at all hours. Rather than call the cops, I would beat on the ceiling with a mop, and yell "Knock it Off". He calls the cops on me, they come and ask me why am I beating on the ceiling with a mop' I then find out that the guy works in the police file room, and apparentely he's every cops favorite R_t_rd. So, no help from the cops.
I write six complaint letters to management, and he is still above me, stomping around, but with an intentional stomp, because he know's I complained. Management admits that they shouldn't have put him in an above ground unit, and promised to transfer him to a ground unit, but first it was May, then it was June, now it's July, blah, blah, blah. Wish I could afford to move.

Perhaps you should use more favorable language and you would get a better response. Just an fyi... a person is defined by their character, not their disability or challenge.
