Dog urine and feces

When I moved in I had a promise from the management that they would have the balcony power-washed and sealed because it reeks of dog urine and feces. They promised me it would be at the most two weeks. It has now been three months. The former tenant kept her dog on the balcony and apparently didn't take it for walks.

Oh, and the lights in the stair-wells don't come on early enough.
