Noise is Awful!!!!

I have been at Belmont at York for 8 months now. The apartments themselves are okay, the appliances are fairly new and there is a decent washer and dryer in each apartment.
The apartment complex is built around a lake. There is only once entrace/exit point as the road makes a "loop" around the lake. The entrance is off of Hampton Hwy. The back part of the "loop" however parallels with Big Bethel Road (within 30 feet or so). I live on the second floor, so my apartment is "even" or "level" with this road. THE ROAD NOISE IS TERRIBLE!!!! If I had been aware of this problem I never would have rented here. There is constant traffic on the road and the sound comes right through the walls/windows. I have rarely (if ever) had a good night's sleep since I have been in this apartment.
An apartment on the "front side" of my building came open (fronting the lakeside) a few months ago. I was so anxious to get away from the road noise I enquired about moving into this apartment (at least I could get away from SOME of the noise). Initially the rental office told me "No, this cannot be done". When I pressed them about it and told them how horribly unhappy I was with the apartment, they said they would get back to me. After pestering them for a few days, they informed me that it would cost me 1800$ to move from my current apartment to this new apartment (right next door to my current one). This included a $500 charge for "breaking my lease", which I did not want to do, I merely wanted to transfer the lease to another apartment. They would not budge. I live in this complex along with a co-worker (we both arrived in the area at the same time) and we both frequently refer to the staff as ----'s... They are truly unhelpful and rude. If you don't pay your rent on the 1st of the month (no grace period) you are charged a 10% penalty. No grace period. This is ridiculous.
Also, I had a visitor come to spend the weekend at my apartment. She came in on a Sunday. The rental office requires that all cars parking either have a sticker or a "temporary tag". Office is closed on Sundays, so I could not obtain a temp tag... Next morning the car was towed. 120$ to get it back from a tow lot...
Do yourself a favor, go somewhere where the tenants and the staff are equals and the staff doesn't treat their customers like criminals....
