Very high bills, not what we were told when we signed the lease

The utility bills keep going up every month. At the time of signing the lease we were told that our average bill for water, sewer, garbage disposal would be around $50. I was so shocked to see that our water bill for this month was $151. We mentioned the problem to the office staffs and they said there was nothing they could do. (We don't ever run the heat, it makes us sick because there is dust in the vents). Also we were told that the appliances in the unit are energy efficient and our electric bill would be around $30. Again they she was wrong. The old appliances in the apt are not energy efficient. My electric bill raised 300% compared to what we paid in our previous apartment in Seattle.
