Overpriced Construction noise

Years at this apartment: 2002 - 2003
 
Although clean and new, apartments are small & overpriced.
Public areas are beginning to deteriorate.
Parking is expensive if you have more than one vehicle and the slots are not designed for anything above mid size car.
Apartment is unbearably hot in the summer, though on the plus side we never needed heating in the winter!
Construction next door is driving many people to vacate.
