Anybody recently moved out of Cedar Terrace... "DEPOSITS"'

Aside from the poorly insulated windows, cracks in my "brand new" shower, hairs painted into the balcony floor, floor lamination coming undone, I have had many other problems with this place. I am having a horrible time getting back my deposit, even though the manager said the place was virtually spotless when I left... except she noted that the carpets were in disrepair. The invoice said "worn", and am now attempting to deal with $1000 carpet replacement fees. I DO NOT RECOMMEND MOVING HERE, it sounds like this is standard for the place. I keep in touch with 2 of my other neighbors from the place and they are having/had very similar experiences. I am interested in presenting a case to stop places like this from taking advantage of its tenants. It is illegal to charge for normal wear and tear under Washington State renter's code. You'd think someone would have done something about it by now!
If anybody is interested in this, please let me know.

I'm the one they tried to ding for touching up wall paint after I bought out of my lease after only 4 months with nothing ever on the walls. They backed off but it shouldn't have to be such a struggle to keep from getting robbed by these jerks. Same for the non-reimbursable cleaning fee they never mention up front.
