Worst apartment I've stayed so far!

I have stayed in different apartments in CA and WA.
I am repenting to have taken a contract of 8 months here. Its just over 2 months and already I'm ready to move out to somewhere else if they let me out of the contract.
1) Almost all the apartments are infested with bedbugs, leeches in toilets, and other insects
2) There are a lot of mosquitos in the apartment, and sometimes you can even see them in the walkways in bunches towards the evening
3) The rent is extremely high for the amenities they provide, plus they charge a utility bill (water, sewage, trash) of $98. The utility bill for other apts in the neighborhood is around $20-$30.
4) The worst of all is the apartment office staff whose behavior is such that you don't feel like approaching them when you have a need.
I would seriously recommend not to stay in this apartment.

You described everything correctly, and the utility bill is outrageous. We don't own this place, were renting, and were almost paying as much as Home owners dues for a condo complex. I bet there charing us for the empty units as well, which there not suppossed to be doing..

Yes,I saw they are advertising today for leasing, coz lots of apartments are already vacated.
A few more things to add to the list:
1) If you are sleeping and if your neighbor across the bedroom wall is watching TV, or even snoring loudly, you can clearly hear him.
2) If you call something for maintenance, be assured that the maintenance guy will not turn up for atleast 2-3 weeks. (Our microwave still doesn't rotate after 2 months of complaining :-(
3) This apt office girl thinks herself to be the President of US or something like that; in my opinion she deserves one tight slap from each of the tenants for her rude behavior.
