old stinky apartments

The neighborhood is average, there is a shopping center in a walking distance, but the apartments are bad. The buildings are old, the apartments are noicy and smelly.
When I was moving out I cleaned the apartment really well; they accepted the apartment without any comments, and after 12 months(!) they sent me a bill for some painting and carpet cleaning.
There is no highspeed internet, and cable tv is somewhat limited.
The only positive thing there are wide parking spots that are almost always available.
