i was a resident for about 2 years , aside from the total up front you have to pay to move in , living in the apartment was great with the view , but the layout of the apartment makes it to were it is very difficullt to arrange furinture electrical outlets are not were they should be so it makes it very hard to arrange something like a entertainment center an a couch and loveseat.

i dont think crime is a problem in the area but a couple of months ago i caught a couple of guys out stealing stuff from unloacked cars , of course i was outside at the time but they saw me but i called the cops anyways but ever since i havent felt so safe living there

most of my problems began during the process of moving out thats where i ran into problems ,when i signed my lease the deposit was 750.00 usally you would get that back if the place is in condition when you leave , but aparently my lease changed in the 2 years i had been because 500 of your deposit is not refundable , so ya no i lost that 500 , then i had given the ladlord ample notice that i was moving out and she said everything was ok as long as the place was clean then on the day i am to move two weeks later i get a note on my door saying that i am liable for january's rent although i moved out in december and my rent is paid a month in advance anyways so to make a long story short they expected me just to give them another 805.00 of course i am not gonna pay for a place i am not staying in so i lost the rest of my deposit so when all was said and done my place was in excellent condition when i left my lease was up a year earlier and they kept my 750.00 deposit they are chargeing me another 805.00 for a month of rent after i moved, then i was threatened by the landlord that if i did not pay the report it to the credit burea and that i would not be able to get another apartment in bellingham or washington . i should have went with apex it would have been better i know

Watch out for the new manager. See Capitol House reviews from 7/02 to 11/06. It is illegal to increase non-refundable fee without proper notice to residents. It is obvious from the condition of the grounds and the scary guy running the office that some big change happened and not for the best interest of us renters. Where did that nice girl, Shelly go? She shoveled snow day and nite and hauled hoses around all weekend, all the while available if someone needs something. Now, I leave messages and never get a call back. The parking lot did not even have a path shoveled out my bldg door to the trash, let alone the pathways the previous crew worked so hard on so that we would be safe. The only one that seems to be working there is Jeff, he seems to be doing all the jobs that the old guy George used to do and the manager and he is now even the after hours guy, like he doesn't run his ass off all day while the manager and her scary "goon" in the t-shirt and Harley stand outside office,when it is open, and smoke cigs. I have requested assistance from the mgr more than once and gotten this snotty, condescending remarks with her fake NY accent. It seems to come and go when convenient. What happened to the crew that cared? My rent was worth it then but now, CANNOT WAIT TO MOVE OUT OF HERE! Thanks for the warning as to what to look forward to. I have my lease tho and she cannot change that whatever con she is running.

If there is such problems why hasn't a note been put out that their is a new manager. Problems occur in all buildings, secrets aren't usually kept and name calling comes from those who think they know the answers (even current and ex managers). If this manager has been at South Hill I find it interesting that when paying rent I've never met her. I've seen the supposed maintenance man (the one who shows up drunk at my apartment. Witness visiting my apartment). Well,lets move on to more positive attributes. I personally enjoy the view, and the area where it's quiet at night to live. Here I am doing what new manager called picking on staff again. It would be considerate if staff or residents picked up the garbage lying around the parking lot and stairs. It's embarrassing when family comes from out of state,you've talked up the buildings and they're slowly becoming trashy with garbage. My mother was quite appalled by the dead flower pots and junk by the dumpster. Her comment was "New Jersey has places like this where I'd never consider living, let alone pay your rent while in college. Hopefully, the gardens will be back for her visit this summer, not looking so unkempt as during the winter. Please clean the garbage in parking lot soon, one is a health hazard.
