I lived here for a year in college. It was quiet, except for the occasional kids running around. We never had any safety issues. The management is pretty non-existant. We had a cat for a year (no pets are allowed) and no one ever noticed. The people below us had dogs.
I would reccommend it--it's clean, safe, and the apartments are VERY nice and inexpensive. Perfect for college kids who actually want to study and live someplace nice.
