Decent but a NIGHTMARE to move out from

Good value due to subsidized nature. But the overall experience was a nightmare!
First off, the units are old (early 1980s) and because they were built as subsidized units the build-quality is extremely poor.
In our upper unit, the floors were uneven and had many hollow spots where the floor would indent when you stepped on it. The unit's appliances and carpet are most likely original.
Noise is a huge issue! The bed room is located right against the parking lot, so you get a ton of noise from partier's returning at 3-4am and from those that have squeeling cars at 6am.
Getting out of the apartment is, like I said, a nightmare. Expect to be charged for everything that is considered normal wear and tear. They basically take advantage of you in every way with breaking the lease or just moving out. They will force you to leave your utilities on even after you have checked out because they say they need to clean the place...and I guess that has to be on your tab. It is probably just a way to cut corners.
Basically, I would not recommend this place or any other apartment operated by Cheney Real Estate Management. Avoid them like the plague if possible.
