This complex is very noisy, but I think that's to be expected in Cheney. The complex was built very quickly and poorly. The cupboards and towel hangers are frequently falling off. Maintenance is pretty good about responding however. Multiple times I've had a member of the staff unlock my front door and walk right in to do some sort of inspection without any kind of advance notice as they are required to provide (scary situation when you're a girl living by yourself).
The parking situation is terrible and not enforced well at all. I often have to park far away from my apartment because spots are occupied with non-tenants (spots are not assigned except in the covered parking area - which has been without a roof since it collapsed during the snowstorm this winter). Otherwise it's pretty unremarkable. Cable is included in rent. Washer and dryer in the unit and when mine broke it was promptly attended to. There have been some thefts and minor crime at the apartments but I've never felt unsafe.
Utilities are pretty cheap - I pay around $20/mo in the summer (there is one air conditioner in the living area but that doesn't do much for the bedrooms in the back of the apt) and in the winter up to $80 per month but I'm on the ground floor so it's colder. Windows are drafty.
The location is convenient - close to stores and restaurants and far enough away from campus but not out of the way. There is a park adjacent to the complex that is nice. Trash containers are often overflowing. And winter can be challenging. Snow removal was abysmal at times and I got high centered in the parking lot on several occasions the past couple years when I had to be on the roads for work. Management was not helpful and slow to respond, but Cheney in general doesn't handle severe weather too well. Also the power goes out with any kind of windstorm but that seems to be improving over the years.

I completely agree with everything said in this review. The trash bins are ALWAYS overflowing, parking is ALWAYS a problem, and the snow plow job this winter left dozens of cars blocked in and it took us 3 hours to dig ourselves out! On the other hand, we haven't had a problem with maintenance workers coming in unannounced BUT we've put in a maintenance request 3 times now and they haven't done it yet (and it's been 10 months!) The manager, Lori, is a pain. I miss Bob. Lori is lazy and rude. She does routine walk-arounds but pays more attention to cigarette butts on the ground than the 50 cars without tenant permits! (grrr.)
