You Get What You See - The Complex was constructed in the 60s or 70s, just look at the exterior of the building. They are currently renovating apartments as people move out of their units, but the ones that have not been renovated definitively show they are old: original counters, original cupboards, old but usable appliances, and not the cleanest bathrooms.
