I have lived here for just over a year. The management changed last fall, and since then-the complex has really improved. I feel safe here, which is very important. I love having a washer and dryer in my apartment. Overall-very impressed. I don't plan on moving anytime soon.

My fiance and I moved from Chelsae By The Bay in May, 2008. We lived there for just over two years. The place was crap. We had mold in our apartment (like many other tenants did) and the management tried to blame it on us. Saying it was our cleaning habits. PEOPLE DON'T CREATE MOLD... THE ENVIRONMENT DOES. When we went looking for a new apartment... we were told, by another apartment manager who used to work as maintenance at Courtside Village (before they became Chelsae By The Bay), that Chelsae By The Bay had always had a mold problem. My fiance and I were always congested and not feeling well while we lived there. When we moved in... our carpet was SOAKED. It's like they cleaned the place and then moved us in right away without letting the place air out first. Our clothes reeked of mold and mildew all the time.
I would definitely NOT recommend this complex to anyone who is looking for an apartment. We are not the only tenants who have complained about the apartments. There were others as well. The new management was okay... but the overall shape of the apartments SUCKED !! If you are looking to get sick... I'd say that is the place to be.
Also... there were always people putting their cars in ditches outside on 20th Ave. Always people speeding down that road too. I was always afraid that I, my fiance, or someone else, was going to get hit and / or killed one day. The copps don't patrol that road at all so people think it's fine to speed cuz they can get away with it.
Parking was another issue. They claimed to have assigned parking, at one time, but nobody ever followed the assigned parking. And they would tow cars at the tenant's expense... without notice. We had a neighbor who got her car towed because someone decided to park in her spot so she had to park in someone else's spot. And they towed HER car... not the car that was parked in HER spot. That place is really unfair and unsanitary. I would NOT suggest moving there... period !
