My husband, infant and I moved here from the Midwest and we were unable to see our unit, the complex or area before we moved here. We basically chose Edmonds because it is reviewed as relatively safe and we chose Park 212 because of the price.
We have a 3rd floor 1 bedroom/1 bath apartment with w/d in the unit. The kitchen is decent sized and the living room and dining room are basically one long room. There isn't a way to not look cluttered in this area. The bedroom is very large, however the closet is the smallest closet I have ever seen. My husband and I can barely fit 1/2 of our clothes in there and the rest have to go into the laundry room. The w/d appears to be newer and is located in its own little room with shelving and a small amount of storage which is my favorite part of the whole apartment :)
The unit is very basic, no baseboards, cheaply painted and not well lit. We were told that there was additional storage, however that is only for specific apartments, not all and not ours! The carpet is very low grade and ours came with stains, LOL!! Basic is the best I could give this apartment!
We have never had a problem with parking at all, but we have had issues with other tenants. Being on the 3rd floor, everything floats up to us, and our neighbor directly below us smoked. This proved to be a real issue in August/September when it was in the 80's and 90's and our sliding door and window (that's right, only ONE other window besides the patio door in the WHOLE apartment!!) were opened. She smoked almost every 2 hours like clockwork. To make matters worse, my baby is asthmatic and I am myself allergic to smoke. She also had a problem with EVERY move we made. My baby would drop a book, which weighs a whopping 8 oz. and she would pound on her ceiling, my floor. One night she hit our floor so hard, she knocked off canned food in our cupboard. It was only 8 pm and my child was lightly banging on the child gate. I think she was a little ridiculous, but everyone else seems very nice. You can hear other phones ringing, people going up and down the stairs and doors opening and closing, but that is to be expected in a community!
The staff has been decent. Althought, I have gone into the office several times and the ladies have been on smoke breaks at the same time, leaving the office unoccupied. Also, I had recieved a very immportant package and was never notified. I finally went into the office and was told that my package had been in a closet for over a WEEK!!! That was a little unnacceptable for me, but I guess it is busy around Christmas time!
The grounds are very clean and well kept, and the maintainace crew are constantly repairing, painting and upkeeping the buildings and grounds.
As with a previous post, they do divide utilities between all of the tenants. So my small family is being charged the same as a family of 5 or so, which seems unethical to me. We are also charged a $5 MONTHLY fee just to have a phone line, which is ALREADY in the apartment!
I know this was a long post, but I found these reviews VERY helpful in making our decision for a home for our family! I hope that I have helped you in your search for an apartment! Good Luck!

Utility costs ARE determined by number of residents per apartment. 3 people DO pay less than 5 and more than 2, etc. The $5 phone line fee is not charged if you do not use a landline. Hope this helps!
