Another Federal way complex, another serial rapist

Is Federal Way becoming a new hot spot for rapists to hang out and prey on people' If this is how this complex and The Heights handles these situations..I'm guessing city hall and the police need to be notified of these situations. It's becoming increasingly unsafe to be walking about in Federal Way anymore when it once was very.
