Horrible place and question about serial rapist from a few years back

Years at this apartment: 2004 - 2009
Paint jobs not finished, old appliances, spend all the rent money on painting curbs. Hard to break out of the lease and they're just greedy. My rent has gone up three times in the past year; ridiculous.
I just read a review stating that the manager blamed the victims of the 2005 serial rapist incident in a letter that she sent out to all the tenants. Just wondering if that was true. I don't remember getting one but I wouldn't put it past her.
