High Crime, Poor Management From: -Anonymous- Date posted: 6/20/2008 Years at this apartment: 2003 - 2008   Since the new Manager took over at the start of the year car prowling has increased and car theft has increased. The manager changes the rules alot. and the Kitchens are not much more than a KITCHENETTE!!! Right next to I-5 and alot of noise. which will get worse next year. 20th street will be torn up and replaced and 167 construction will start next year'
