I've been living in this complex for almost a year now. Some of the buildings are better than others but I agree with the mold comments. We have to be diligent with the bleach because the mold seeps in through the living room window just about every day. It is a high-maitenance apartment that the you'll have to take care of yourself as the management (as nice as they are personally) is a bit flaky and forgetful.

It sounds like the bad rap the management is getting is driving the high turnover. So many bodies go through that office as well as so many contract revisions that nothing is "as it seems." Even though I haven't seen any of the revisions, the version of the contract I hold is "out-dated." The management will be happy to try and burn you on this issue. They have escape clauses in the contract to exempt them from advising you of revisions and breaking the lease is a minimum two months rent if you learn of/disagree with the revisions.

Be warned but enjoy if you do move in.
