Relatively nice place, but be prepared to hand over any amount of money they may ask for, and don't believe anything that isn't in writing. Don't do anything nice for them, because they won't do anything nice for you. Details:
When I moved in Oct. 2002, the manager said there was no deposit for employees of certain companies, mine being one of them. Instead they would charge $100 up front as a non-refundable cleaning fee. My only responsibility on moving out was to "show that I made an attempt to leave it clean" Well, after 21 months of tenancy they said I would be responsible for a carpet cleaning and (essentially) anything else they might want to charge me. They also had a 3rd-party system for utilities (water, trash) for which they charged a fairly stiff fee, including a $5. per month "billing fee" in addition to the charges. When I left (the apt was spotless), I gave them contact information (I still live in Washington and am in the phone book; I just moved back into my own house. The apt was just used for a temporary job). In November I got calls and letters from a collection agency saying I owed $55 carpet cleaning plus the residual utilities, with a $25 late fee plus interest! and this was the first I had heard of it! Apparently they lost my contact info and just sent the billing to the apt I had moved out of. The collection agency said I was lucky not to have this recorded on my credit history (they also said they had no trouble finding me). I paid to make them go away, but I have nothing good to say about how Park Hill treats people. On one occasion I totally forget to pay rent (due 1st, late on 6th). When they reminded me on the 8th, I left work and gave them a check, but they demanded a $50 late fee. They could have just called on the 5th or 6th, but elected to nail me...because they could.
