My apartment needed serous maintenance when I moved in. I asked the management to fix problems and they replied with, "the owner is too cheap so I won't ask." This was the landlord's standard response. I lived there for over a year.

There are about 40-50 units and only six guest spots. The owner padded his wallet by renting as many parking places as possible. There were spots that were not rented but no one could use for guest parking without risking a big tow truck bill. Also, there was not one handicapped spot as the owner had decided to turn them into rented spots. Is that legal'

When I finally moved out I was billed for completely repainting the place. I used to work as a painter and the only thing that apartment needed was a little bit of touch-up. Most of my deposit went for the unnecessary painting. I was determined to ask the owner about this. The landlords were very reluctant to give me a number to reach him. I finally kept after them until they gave it to me. I phoned the owner about the unnecessary painting and he told me those decisions were completely at the discression of the company they hire to repaint. In essence, the owner had given the painting company a blank check to do unnecessary painting because the money would be paid by the tenant's deposit. Too bad he was "too cheap" to do regular maintenance paid for out of his own pocket.

I did not know the owner was a slum lord when I signed the lease. Now you do. Don't make the same mistake I did.
