Noisy Households and poor insulation

I live at the Timbers and you can change the name, but the major problem for me is thin bedroom walls. You can hear a lot through those walls!
The dog/cat problem is incredible. Most dog owners are conscientious, but this is ruined by a few that let their dog poop anywhere leaving unsightly messes. Since many of these folks were forced out of other rentals, the dogs are not used to living in an apartment setting and bark or howl. Many cats are free roaming.
The maintenance that I have requested have all be filled. But these apartments were built in 1979 so the insulation and general structure is poor.
The gym is usually open, but the "aerobic" machines are not maintained adequately. They are noisy or broken.
If you have a dog this may be a good place, but otherwise steer clear.
